The Workers Cup tournament is scheduled to be
held annually and is free for selected companies
to participate in

scheduled to run until 23 March 2018
Matches will be played every Friday as per the
official competition schedule

Team Technical Briefing meeting – compulsory for
all Team Managers and Head Coach – scheduled
immediately after the Official Draw
Two selected teams will be drawn to participate
in the Opening Match and be allocated positions
A1 and A2 in Group A, prior to the Official Draw
8 Groups of 4 teams will be confirmed for the
tournament, with each team playing a minimum of
3 matches, each team in the Group playing each
other once
Top two teams in each group qualify for the
knock-out phase, starting with Round of 16
matches
4th week to commence with the Round of 16
matches
5th week to commence with tournament
quarter-finals
6th week for tournament semi-finals
7th week will be reserved for the tournament
final, with Third vs Fourth Place play-off
played potentially one week earlier (free week)
All matches will follow FIFA rules as confirmed
in the “Laws of the Game”, with the main
exceptions being contained in the following
Rules & Regulations information.
Teams are asked to ensure that all players
arrive 1 hour prior to their scheduled kick off

Team Structure
11-a-side (10 outfield players and 1 goalkeeper)
9 substitutes (including 1 goalkeeper)
Teams may register up to 20 players (including 2
goalkeepers)
Team shirt numbers must be between 01 to 99 with
01 reserved for a Goalkeeper (note – number 00
is not permitted to be used)
Players must be from the lower qualified
workforce sections of the participating company,
with no senior office staff or management
requested to participate (Qatar ID’s to be
provided)
Players must be working with the Company for a
minimum of six months prior to the start of the
tournament, with RP identification card details
and / or Contract of Work confirming such timing
Companies are not permitted to register staff
solely for the purpose of tournament

Players are not permitted to be employees of
“sub-contractors” of the registered team – the
must be direct members of the confirmed
participating company
All 20 players must register prior to competing
on match day 1 for any team
Team registrations of the 20 players must also
reflect their tournament jersey/shirt/uniform
number - cannot change during the tournament
(one goalkeeper must be numbered 1)
No additional players can be allocated to a team
once 20 individuals have been registered.
Exceptions will be handled on a case-by-case
basis (i.e., medical grounds / long-term injury
/ emergency goalkeeper replacement)
A maximum of 20 players per game may play. All
players must be named on the team sheet prior to
kick off
Any team playing an unregistered player will
automatically lose the match 3-0 and will be
awarded zero points following the impacted
match. Any repeated offence will result in
greater sanctions to be determined by tournament
organisers
Only Registered and approved Team Officials may
sit in the team Technical Area during their
respective match. Unauthorised individuals will
be escorted to the stands

Groups will be decided by an open draw to be
held in the presence of all teams captains &
officials

Due to venue restrictions, no changerooms are
available for teams either pre, during or post

SC stadium), no spectators are encouraged to
attend matches (again, due to venue
restrictions)
Points & Standings
3 points are awarded per win.
1 point is awarded per draw.
0 points are awarded per loss.
For and against goals will be recorded.
Tournament standings during Group phase will be
decided by final points gained, followed by goal
difference, followed by goals scored, followed
by the aggregate result between the teams in
question and should they still be equal after
such, followed by coin toss (or drawing of lots)
between respective teams. Failure of a team to
show 10mins after official kick-off time and/or
6 players or less present equals a game forfeit
and automatic loss of 3-0 and zero points
awarded

Teams will play two 25-minutes halves with a
5-minutes half-time and 10 minutes between
matches

The referee will start each game as scheduled.
If the players are not ready, the clock will
still start as scheduled. Play will begin as
soon as there are a minimum of 7 players on the

If a team fails to present the minimum of 7
players after 10 minutes have passed, they will
be issued a forfeit

participation confirmation deposit

prior to the start of the competition and can be
found on www.workerscup.qa
There will be no overtime periods or penalty
shootouts in the group stages. In the playoffs
(i.e., Round of 16 onwards), penalty shootouts
will occur immediately after the match
concludes. No overtime will be played
Game Rules
All captains and players are expected to read
and understand the competition rules and
regulations. Any questions or concerns regarding
the rules or policies should be brought to the
attention of the tournament organisers via
[email protected] . Additional rules and
policies may be added or amended by the
organisers (JAC) before or during the tournament
as all teams will be notified accordingly.
Standard FIFA 11 a-side rules will apply to all
games subject to the following rules:
The off-side rule will be applied
Studded footwear are permitted to be worn by any
player
All players must wear shin pads
The wearing of any form of jewelry (including
watches) is not permitted during play
All participating teams will be provided with a
match day uniform (shirt, shorts, socks) & 2
team official polos
Teams must wear the same colour shorts and socks
during their matches
No advertising is permitted on any team and/or
game related uniforms. Only tournament issued
uniforms are permitted to be worn on match days.
In the case a team wishes to use their own
uniform, the tournament organisers need to be
notified and approve the uniform.
In the event of a team uniform colour clash, one
team will be required to wear a tournament bib
as provided by the tournament organisers
The first half will begin with one team taking
the center kick (i.e., the team which does not
win the coin toss)
The second half will begin with the other team
taking the center kick
When a goal has been scored the game will be
re-started by the team who conceded the goal
taking a center kick
Opposition players must be at nine meters from
where any free-kick is taken
The goal keeper must be on the goal line when a
penalty is being taken
The Referee reserves the right to award yellow
cards on dangerous tackles. Two yellow cards
result in an automatic red card for the player,
who will be systematically ejected from the
current match & suspended from the next match.
The team who received the red card must play
with the remaining players for the rest of the
game. Two red cards to a player during the
tournament will result in the player being
automatically ejected from the tournament. Team
may replace the ejected player with a new player
Number of Players per Team
and Substitutes.
Each game will be played by 2 teams with 11
players on the field during a game. Fielding
more than 11 players at any time during the
match will result in an automatic yellow card to
the team captain fielding the extra player (and
team must immediately revert to maximum 11
players). A second violation will result in a
red card and the team captain will be required
to sit on the bench for the rest of the match
and the offending team will finish the match
with 10 players only
One player from each team will be the goalkeeper
(who must wear distinguishing colors)
The number of substitutions is limited to a
maximum of 3 substitutions for each half
A player who has been replaced cannot return to
the playing area as a substitute for another
player
The player leaving the playing area will do so
from the sideline crossing over at the
substitution area
The player entering the playing area will do so
from the substitution area but not until the
player leaving the playing area has passed
completely over the sideline
All players must sign a waiver and release of
liability prior to the start of the competition
All players must be medically fit to participate
in the competition (team medical form signed by
senior management / HR or Workers Welfare
department of the participating company)
A team can submit a complaint about other team
within 24 hours after the game is concluded
If you have any complaints or concern at any
time, please contact the Tournament Director Mr.
Lucian Moldovan who will in turn liaise with the
tournament organisers
If required, temporary action will be taken to
address the problem immediately, while a
consultation with other organising committee
members (QSL & SC) within 24hours will be sought
to take further action
Complaints must be made IN WRITING and will be
discussed at the organising committee meeting.
If no written complaint is received, any
temporary action taken will be cancelled, and no
further action will be taken by the committee
Other Tournament Matters
The Workers Cup name and trademark is legally
registered with QSL in the State of Qatar
All participating teams are required to provide
a number of administrative requirements,
including but not limited to, company logos,
company bios, team registration lists, company
representatives for team administration and
spectator liaison, various tournament documents
(e.g., Copies of Players’ Qatar ID, Medical
Clearance, Waiver & Release of Liability etc.)
All participating companies and teams are
requested to attend the opening match day and
final match day to support the Workers Cup
tournament. In addition, each participating
company is requested to bring spectators to both
match days – and throughout the tournament – to
support all teams playing
All participating teams will be offered a
maximum of two VIP invitations for their senior
management to attend the opening match day and
final match day. Additional requests are subject
to venue and availability
All participating teams are required to attend
the Official Draw and Team Technical Briefing
scheduled for one week prior to the Opening
Match
All participating teams must provide and bear
the costs of medical insurance coverage for all
players and team officials in the event of any
injury or incident during, and/or to and from
the tournament venues
The display of political, religious and personal
messages or slogans in any language or form by
players and officials on their playing equipment
items, special equipment items or other
equipment items (including kit bags, beverage
containers, medical bags, etc.) or body is
prohibited
The similar display of commercial messages and
slogans in any language or form by players and
officials is not allowed for the duration of
their time at any official activity organised
(including in the tournament venue and/or
stadiums, as well as during official media
conferences and other media activities)
Banners – any company wishing to print and
display any banners or other advertising
materials at matches are required to seek
written approval from the tournament organisers
prior to producing such materials
Refundable participation confirmation bond –
each participating team will be required to
deposit a QR5,000 bond as confirmation of their
registration and commitment to the tournament.
The bond will be returned to each company at the
completion of the tournament. The refund of the
bond may be withheld at the decision of the
tournament organisers subject to serious matters
such as, but not limited to: -
failure of the company to complete their
participation in the tournament as
confirmed (depending on the final
circumstances of the withdrawal and
ability of tournament organisers to
timely replace them),
failure of the players or team officials
to respect the match officials and/or
tournament regulations (which may
include a match being delayed or
abandoned),
significant indiscretions of the spectators
of a participating company,
material damage to any equipment and/or
venue used by the Workers Cup tournament
failure to use confirmed bus transportation
to / from opening and/or final match days as
pre-paid by the tournament organisers,
any other major issue which brings the
tournament into any trouble/delays
each company will have the right to submit a
detailed written explanation of appeal
within 72 hours of being notified of such
action as to withhold their deposit bond
(reviewed and decided by tournament
organisers)
Other Tournament Matters
Team spectators
must adhere to the values and spirit of the
Workers Cup
Team spectators must abide by the leadership and
guidance of the participating Company and / or
Fans Liaison Representative appointed by each
team
It is the responsibility of the Company, Team
Manager and Fan Liaison Representative to ensure
spectator actions are in line with the
tournament values
Team spectators are not permitted to enter the
field of play of any official designated
tournament area (ie, Referee changerooms, Team
Registration areas etc.)
Team spectators are encouraged to contribute
positively to the tournament, applauding good
play from all teams
Workers Cup, QSL and SC will not tolerate
racially based harassment or any other
discriminatory behavior, whether physical or
verbal and will work to ensure that such
behavior is met with appropriate action in
whatever context it occurs
All players, Referees and staff / volunteers
have the right to participate in the tournament
and be free of any physical or verbal concerns
when performing their respective duties
